Asociaciones entre lo público y lo privado: en búsqueda de la complementariedad
Abstract
This article is intended to analyse the consequences that the quantitative and qualitative increase in collaborations with private organizations (non-profit organizations and business companies) implies for Latin American public administrations. With this purpose in mind, the paper reflects on how modern economies are paper around three sectors -public administrations, non-profit organizations and business- and on the fact that there is a greater interaction between these bodies in global terms, as a consequence of the new social challenges. The central argument of the document is that illegitimate associations have been formed in Latin America between the public and private sectors which have debilitated the capacities of States. Furthermore, given that in the absence of institutionally strengthened States associations between the various sectors cannot be established with sufficient guarantees, we will try to ascertain how, from a management perspective, we can support the legitimate forms of association between the public and private sectors, in order to reverse the trend and strengthen States. The article mentions the most frequent tensions that arise in a public-private relationship in terms of individuals, organizations and systems. In addition, it concludes by putting forward some ideas for dealing with these relationships with more guarantees in the future. Lastly, and more specifically, it is intended to ensure that the public-private associations are used to strengthen the capacities of States, and not undermine them.
