Premios a la innovación gubernamental : un análisis comparado
Resumen
The Inter-American Development Bank and the Institute for Government Innovation at Harvard have agreed to explore possible channels of cooperation towards the promotion of innovations in government in Latin America. This project constitutes a first step in that process. Specifically, the project addresses two issues: -Lessons in comparative perspective of several Innovations Awards in Latin America, the US and Canada in the last two decades. -Policy recommendations towards the creation of a Regional Award program in Latin America and the Caribbean (LAC). According to the goals above, this paper is divided in two parts. The first part is a comparative analysis of different initiatives in Latin America, the US and Canada that promote government innovations ("country awards"). The second part presents some policy options for the creation of an award in this field for the whole Latin American and Caribbean (LAC) region. The paper is based on three basic sources of information: a) primary institutional information on the innovations in government awards' programs b) academic papers on the programs and c) interviews with programs' directors and managers.
