La experiencia del Paraguay en la implementación de las Compras Públicas Sustentables
Resumen
Sustainable procurement or contracting is a process in which public organizations make their goods and/or services purchases, having in count besides the economical aspects, the impacts that these products or services have through their life cycle on the environmental and social aspects, such as the effects on equity, working conditions, poverty eradication and human rights. Owing to the fact that one of this areas are the public contracting or procurement, the paper will present the progress of sustainable procurement in the public administration of Paraguay. This process began in 2008, when were identified two main responsibilities of the governing procurement agency - the National Direction of Public Procurement: Minimising the environmental and social impacts caused by the Public Administration through its goods , services and works contracting, and Ensure an efficiently public demand for goods and services, so it can be find interest in producing and distributing new sustainable alternatives to the traditional products and services and thereby raise the standard of our country. The paper raises the actions developed by the National Direction of Public Procurement of the Paraguayan government as well the strategy , from an inter institutional work supported on the political interest by joining efforts to implement sustainable procurement.
