A citizen-focused, value-based, and results-oriented government requires the sustained efforts of a professional and motivated workforce. Recognizing that employees are its most important resource, the Government of Canada adopted a leadership competency framework that emphasizes the management of human resources to achieve both excellence in performance and results. As government priorities evolve, one of the methods to address the gap between required and existing skills and knowledge is continuous learning and professional development.
