dc.description.abstractThis preliminary paper has presented a set of options to consider when thinking about administrative reform in Latin America, or indeed almost anywhere. The options outlines are based on the experiences of the OECD countries, in both substantive and process terms, and are but a small set of the number of options that might be considered. They should point out, however, that no single model of administration or of administrative reform is likely to be successful in all setting, and that beginning to think about the contingencies involved may help to advance our strategic sense of the options available.
