E-governance and State transformation: the case of identity management

Abstract

E-governance - the transformation and communication technology induced transformation of processes and structures of governments and public administration - is becoming one of the most important issue areas for scholars of political theory public policy.

E-governance (not e-government) includes (a) a focus on the digitization of government functions with (b) a sensibility for the transformation of governance functions from government to other forms of managing social interactions.

This paper aims to further our understanding of how information and communication tehcnology substantially changes how we think and do governance.

It will focus on the field of Identity Management, asking, how is identity managed in a world that is mediated through information and communication tehcnologies?

It describes and distinguishes the competing projets to provide electronically mediated identity management and to asses their potential impact on (global) governement structures.
