This can be achieved only by implementing changes in organizational culture and structure, program and service delivery methods, measurement systems, the use of technology, and human capital strategies and practices. | |
dc.description.abstract | Taxpayers around the world are demanding that government must be run more like a business and that measurable results in efficiency and effectiveness must be achieved. Over thirty countries have passed versions of a government performance and results act. | |
dc.description.abstract | Worldwide, the implementation of the government performance and results act legislation and executive decision show promise, but still has significant problems in effectiveness. The goals of strengthening financial management, improving information technology practices, and producing a more results-oriented government are only slowly being met. Among the challenges in achieving results and accountability are defining goals and measures, aligning activities to meet demands, reducing fragmentation, creating partnerships, strengthening financial management, and effectively managing employees. | |
dc.description.abstract | This paper will review the challenges encountered in adopting performance management across a wide range of countries and governmental agencies. Then, the paper will discuss strategies to overcome these problems and the means to consider implementing results-based accountability in various countries. | |
