La capacitación en la administración pública: un esfuerzo conjunto entre el Estado y los sindicatos
Abstract
The article focuses on describing the characteristics and performance of the Fondo de Capacitación Permanente y Recalificación Laboral of the Nation, which became operational in 2006 and was created in order to contribute with the identification of the needs and demands of formation and qualification of the personnel and to collaborate with the formulation of lines of qualification oriented to prepare and/or to fortify the labor capacities of the personnel for the most effective use of the new technologies of management required by the dependencies. The joint composition in the mentioned space is conformed by representatives of the State employer and both unions to national representation signatory of the General union of Workers (CCGT): UPCN (Civil Personal Union of the Nation) and ATE (Association Working of State). To four years of celebrated the opening of this joint space, the one that promote and to support to the elaboration, execution and/or evaluation of qualification programs that develop or fortify required labor competitions for the effective performance of different jobs and to facilitate the functional mobility of the agents and its corresponding professionalisation and to dictate the regulations for the allocation of the resources to the qualification activities that are approved. This space generated the dialogue allows to the conflict resolution between the employees public and this instance allows an exhaustive knowledge of the expectations of the different actors and that the same feel like protagonists. El Fondo de Capacitación Permanente y Recalificación Laboral has served to rethink to agree activities of qualification and labor formation and in order to democratise the knowledge as well as to fortify the public administration.
