The one-stop-shop for production activities
Abstract
In recent years, the Italian national government, the regions and local self-governing bodies have faced one of their main challenges: that regarding development and competitiveness policies. The Italian Public Administration has tried to undertake innovation by encouraging the dissemination of an entrepreneurial culture, a high level of new business start-ups and the generation of substantial turnover by those businesses. The key to this process lies in the transformation from law-oriented administrations to performance-oriented administrations capable of fulfilling market expectations in terms of quality of services and performance. The adoption of this market approach has in recent years also resulted in a rethinking of economic policies and in encouragement for the creation of a conducive environment, especially one that fosters initiatives for local and territorial development. A favourable environment requires an efficient and transparent administration, as well as an administration that is perceived by the market as a resource and an incentive to operations, not as an obstacle to be overcome. A meaningful example of this is provided by the establishment of One-Stop Shops for the simplification and regulation of productive activities. Thus, we will present Italian experience of the One-Stop Shop for Productive Activities (SUAP), as a successful mechanism for bureaucratic simplification of procedures and the implementation of business development policies, representing one of the most significant innovations of the Italian Public Administration reform process.
