The paper discusses the Bolivia Institutional and Governance Review, the first of the kind to be conducted in the Latin America and Caribbean Region as part of world-wide pilots by the World Bank. It then describes the ambitious governance reform that the government embarked upon and reflects on the reality of implementation challenges faced by the reformers against the analyses of the IGR.
